"Vestnik OrelGAU" is a theoretical and scientific-practical Journal that publishes information on the results of scientific research in research organizations, Russian and foreign Universities with the aim to exchange scientific information, strengthening cooperation in the field of agricultural production, agronomy, animal science, veterinary medicine, biotechnology, Economics and national economy management, Agroengineering, sustainable development of rural areas.

The founder of the Journal is Federal State Budget Educational Establishment of Higher Training "Orel State Agrarian University".

The Journal was founded in 2005, it is published 6 times a year, and the subscription index of the Agency "Rospechat" is 36055. The Certificate of Registration of mass media is PI # FS 77 - 53623 of 10.04.2013 (originally registered 11.07.2005, PI # FS 77-21514). The international standard serial number (ISSN) is 1990-3618 (Print), 2223-4802 (On-line).

The journal includes headings in the following fields of science: 06.00.00 - Agricultural science and 08.00.00 - Economic science. It publishes experimental, theoretical and topical articles on the results of fundamental and applied research in various fields of agro-industrial complex for the following major groups of scientific specialties in accordance with the current Range of scientific specialties: 06.01.00 - Agronomy, 06.02.00 - Veterinary and Animal Science; 08.00.00 - Economics

Since 2007 the Journal has been included in the List of leading reviewed scientific journals published in the Russian Federation and recommended for publishing basic scientific results of candidate and doctoral theses. The Journal has been included in the Russian list of journals indexed on the terms of free full text publication. Five-year impact factor RSCI (Russian Science Citation Index) (2013) is 0.159.

The Journal is included into the electronic library system of the Publishing House "Lan`", platforms of "INFRA-M", "CyberLeninka" that provides more than 1,000 organizations in Russia and the neighboring countries with the access to the Journal.

The Journal is indexed on the foreign platforms: AGRIS, CAB Abstracts, DOAJ.

All the articles published since August 2014, have been given a DOI (a unique identification number of the international platform CrossRef.)

The Journal has an official website of the information and telecommunications network "The Internet" - where the information about the founder, publisher, editor-in-chief, editorial board with academic degree, academic rank of all its members, contact information, description of the journal, directions rules, review and publication of scientific articles, abstracts of scientific articles with keywords and reviews published in the last 2 years are in the open access in both Russian and English languages.

The members of the Journal Editorial Board are academicians and a corresponding member of the Russian Academy of Sciences, honored scientists of the Russian Federation, Doctors of agricultural, economic, veterinary, biological, technical sciences of the Orel State Agrarian University, the research Institutions and agricultural Universities of Russia and also foreign scientists. The consent of the members of the editorial board to be included in the list of membership is stored in the Journal Editorial staff in a written form.

The journal provides a review of all the materials for their expert evaluation.

Each scientific article has keywords and abstracts in both Russian and English languages. All scientific articles published have bibliographic lists, designed in accordance with the rules of publication.

The Journal Editorial Board takes into account the importance and complexity of the processes which are taking place in the country now and reacts timely to them. "Vestnik OrelGAU " informs about the most important events in agriculture and the problems in its development, pays great attention to the problems of development of modern resource-saving technologies in crop and livestock production, farming, questions of Economics, labor and management organization, exchange of the best practices in agriculture.

The Journal Editorial Board pays special attention to the innovative direction of the materials published, their relevance, novelty and practical significance.

The list of the members of the Editorial Board of the Journal "Vestnik of Orel State Agrarian University" is considered and approved at the meeting of the Scientific Council of Federal State Budget Educational Establishment of Higher Professional Training "Orel State Agrarian University" 31.10.13, record #3.

The members of the Editorial Board certify their agreement to enter its body (applications are stored in the Editorial office of the Journal).

Rules of submission of scientific articles for publication
(Authors Guidelines)

All papers submitted for the publication in the journal are refereed (peer-reviewed), after considering the results the final decision on whether to publish the submitted materials or not are made.

The papers are available in printed and/or electronic form, in one copy in Russian or in English. The articles should contain the results of research, theoretical, practical (innovative) development studies, ready for use and is a topical (demand) at the present stage of scientific development or provide scientific or educational interest and correspond to the subject-matter of the Journal. The sizes of the articles should not exceed 10 pages for the articles of problematic issue and 6 pages - for the reports on specific issues, on sheets of format A4, font Arial, size - 12 pt, line spacing - 1.15.

The electronic version is typed in Word 2003, later version isn`t available. The text is generated without hyphenation, extra spaces and the use of special styles, templates and macros. All pages should be numbered. The electronic version of the file name should contain the last name of the first author and the first three words of the title.

The works sent to the Journal should be set out in a concise manner and in a certain sequence.

In the beginning of the article there should be the following information: the code on the Universal Decimal Classification (UDC); the title; initials, last names, academic degrees and positions of the authors; the full name of the institution in which the research was performed, the contact e-mail address of at least one of the authors. The membership of each co-author of a particular institution is marked by the relevant number; if all co-authors are from one institution the figures should not be placed.

The title should be as brief as possible (8-10 words), but reflects the essence of the work clearly.

Thereafter the abstract and keywords (less than 10) follow. The abstract (both in Russian and in English) should not be viewed as a supplement to the article but as an independent finished matter based on the information contained in the work. The size of the abstract is 250-300 words. The disclosures should not be empty, and contain common phrases. It is necessary briefly and succinctly to reflect the purpose of the research, the original cause of the methods depicting the conditions of the experiments, the results and their interpretation (with quantitative data required), to formulate the conclusions. The references should not be given and literature data should not be discussed. The abbreviations used in the abstract should be decoded right here. It should be kept in mind that the main purpose of the abstract is to show the results of your own research, the conditions and patterns of the experiments in which they are received rather than their actuality.

In the paper it should be properly written the current state of problem. One should formulate specific purpose of research which will be revealed in the text; reflect the research methodology and experimental scheme (s); describe and analyze the data. It is advisable to write the text in the past tense form of the verb without return forms. The structure of the paper should be divided into logical sections interconnected with the following sub-headings: "Introduction", "The purpose of research", "Terms, materials and methods", "Results and Discussion", "Conclusion", "References". The sections subtitles are set up at the beginning of the first paragraph of each section in direct bold type.

A full stop is not placed after: UDC, article title, authors, addresses, title of tables, dimension (s - second, g - gram, h - hour, deg.- degrees), in the subscript.

A full stop is placed after footnotes (including tables), table notes, captions, abstract, keywords, reductions (w. - a week, m. - a month, min. - a minute, d. - a day, y. - a year, mill. - a million).

All units except percent, per thousand and degrees are separated from the numbers by spaces.

In the work it is necessary to use physical units and designations adopted in the International System of SI. Transcription of geographical names must be conformed to the modern sound.

While describing the species composition of the vegetation one must use both Russian and Latin terms. When referring to the first time the full name in Latin is written with the names of the authors described (re-described) species, given the current level of classification, with repeated mention - the genus name by one letter, species and subspecies - entirely in lowercase letters.

While describing the microorganisms the following information should be indicated: for the first time - the full name in Latin with the names of the authors described (re-described) species given the current level of taxonomy, in the absence of specific epithet sp. is placed and at repeated mention - the genus name by one letter, species, and subspecies - entirely in lowercase letters. It is indicated where the strain has been obtained by the author.

Standard abbreviations (list of abbreviations accepted in the Journal) are allowed. Other reductions and abbreviations should be used only if the word or phrase is cumbersome and often used. Explanations of abbreviations are given at the first mention in the abstract and in the main text.

Numerical material should be given in the form of tables which are numbered in order of appearance in the text in Arabic numerals; the name of the table should be followed after the number on the same line.

References (not less than 15 sources) is given in the original language and put under the title "References" at the end of the article in order of works citation in the text. Wherein, the names of all authors and the full name of the cited work are indicated. It is necessary to observe the rules of registration of bibliographic references according to GOST R 7.0.5-2008 strictly. The references in the text are held in square brackets, for example [1].

All information with names and surnames of all authors and their phone numbers, e-mail addresses, indicating the author with whom to correspond is pointed out. In case of accession of the paper by e-mail questions and comments will be sent to the address from which it has been received.

Pay with graduate students and applicants for the publication of their papers in the Journal will be free of charge (in case of the submission of documents confirming the status of the authors). The Journal is distributed by subscription: Catalogue classification number of Agency "Rospechat" 36055.

The editors reserve the right of not considering articles performed with a violation of the rules.

The Editorial staff has the right to reduce the work adopted by notifying the authors and to make editorial changes of the text.

The author takes full responsibility for the scientific content and the accuracy of the information used in this article, for the maintenance of the copyright of the third parties as well as for the preservation of state and commercial secrets.

Order of review of manuscripts coming to editorial office

The order of review of manuscripts coming to editorial office of the theoretical and research and practice Journal "Vestnik OrelGAU" is considered and coordinated at the meeting of the Editorial Board 06.11.2013. The present order is introduced instead of earlier operating reviewing order.

All articles which come to the Editorial Office undergo independent reviewing. Reviewing is carried out confidentially. The author of the reviewed work is given an opportunity to study the text of the review. The breach of confidentiality is possible only in case of the reviewer's statement of materials falsity or falsification stated in the article.

The article sent to the Editorial Office can be followed by the letter from the directing organization signed by its head (deputy).

Both members of the Editorial Board of "Vestnik OrelGAU" Journal, and other experts of Federal State Budget Educational Establishment of Higher Training "Orel State Agrarian University" having professional knowledge and experience in the specific scientific field, as a rule, doctors of sciences, professors can be invited to the reviewing of manuscripts. Editorial staff has the right to invite external reviewers (doctors or candidates of science, including practitioners having recognized authority and working in field of knowledge to which the contents of the manuscript belong to).

All reviewers have to be recognized specialists in the subject of the reviewed materials and have the publications on subject of the reviewed article for the last 3 years.

Reviewers aren't allowed to make the copy manuscripts for their own needs and it is forbidden to give part of the manuscripts for reviewing to other persons without the editor's permission. Reviewers and also the Editorial staff have no right to use knowledge of the job content before its publication in their own interests. Manuscripts are an author's private property and belong to the confidential information. With mutual wish the author and the reviewer can communicate without the Editorial Board if it is necessary for work on the manuscript and there are no obstacles of personal nature.

If the publication of article entailed the violation of someone's copyright or the generally accepted rules of scientific ethics, the Journal Editorial Board has the right to withdraw the published article.

The term for writing of the review is established by agreement with the reviewer, but shouldn't exceed 14 days.

The thematic justification, its theoretical and practical importance, scientific novelty of the materials offered in article are revealed in the review; validity and justification of elements of scientific novelty of article, article correspondence to the journal's requirements and its profile.

Copies of reviews are sent to authors of articles by e-mail. Originals are stored in the Editorial staff within 5 years from the date of the articles' publication and by inquiries are provided in the Highest Certifying Commission at the Ministry of Education and Science of the Russian Federation.

If there is an instruction on necessity of article correction, it is sent to the author on construction. In this case date of receipt in is editorial stuff considered to be the date of return of improved article.

Article sent to the author to completion has to be returned with the corrections in the shortest time. It is necessary to attach the letter with authors' answers to all remarks of the reviewer to the improved article.

If article underwent considerable author's processing, it is given to the reviewer who made remarks for repeated reviewing.

The Editorial staff reserves the right to reject articles in case of inability or unwillingness of the author to consider the Editorial staff wishes.

Having two negative reviews of the manuscript of two different reviewers or one review of its improved variant, article is rejected without consideration at the Editorial Board.

In case of disagreement with reviewer's opinion the author of the article has the right to provide the reasoned answer in the Journal edition. In this case the article can be directed on repeated reviewing or for consideration by members of the Editorial Board.

Existence of the positive review isn't the sufficient basis for the publication of article. The final decision on expediency and terms of the publication after reviewing is accepted by the Editor-in-Chief or his deputy, and if necessary by the Journal Editorial Board.

The maintenance of each Journal issue is approved at a joint meeting of the Editorial Board where the issue of terms of the publication of each article which received a positive reviewing assessment is resolved.

Articles of members of the Russian Academy of Sciences, the Russian Academy of Agricultural Sciences, as well if work is made in a co-authorship, and also materials of information and advertizing character aren't reviewed.

The Journal edition doesn't store the manuscripts which aren't accepted for printing. The manuscripts accepted for the publication aren't come back. The manuscripts which received negative result from the reviewer aren't published and returned to the author.

Publishing Ethics Of Journal

It is noteworthy of stressing that the most important act being considered as international-legal ground of formation in national legislation the protection procedure of right of authors of work of science from libeling, is the Berne Convention on protection of literary and art works. According to the statements of item 1 article 2, works of science (any intellectual production in the field of science, regardless of method and form of its expression, including books, brochures and other written creations) are admitted literary works for the purposes of author`s right and act as copyrightable objects.

Immediate legal regulation of relations, taking place in connection with illegal exploitation of works of sciences and their parts, is realized by statements of part four of the Civil Code of the Russian Federation (further - the CC).

According to the mentioned above statements the copyrightable results of intellectual activity are works of science - scientific articles, monographs, thesis works (subitem 1 of item 1 of article 1225 the CC).

Personal non-property and other rights, mentioned in article 1226 the CC, are protected in the Russian Federation only in the case if such protection is established by the corresponding statements of part four of CC.

According to item 1 of article 1259 of the CC, copyright items are works of science regardless advantages and assignment of work, and also its expression method.

In its publication activity the Journal "Vestnik OrelGAU" keeps to the international standards of publishing ethics. According to these standards authors must explicitly confirm, that the article submitted to publication is original and it has not been published earlier. The results used from other sources must be marked by references or evidently be pointed out in the article text. Plagiarism in all forms is impermissible and it contradicts to publishing ethics. If authors use their earlier published works as a ground of the submitted article, it is necessary to do the corresponding citations and evidently point out what new results have been obtained as compared with results published previously. Authors carry out the responsibility for the content of the submitted article and faithfulness of the results described in it. Also authors are responsible for correctness of citations of the works of reference.

The Journal Editorial Board provides anonymous review of submitted articles with account of possible conflicts of interests, and also guarantees confidentiality of information about these articles. Reviewers estimate articles only from position of significance of the obtained theoretical and practical results, regardless of ethnic origin of authors, their citizenship, etc. Conclusions on expedience of article publication are formulated in explicit and justified form and are sent back to authors.

The Journal "Vestnik OrelGAU" is included into the List of the leading peer-reviewed scientific publications, which obligates the Editorial Board of the Journal to a number of important moral and ethic principles and organizational norms.
